Francisco de Borja Palomo y Rubio was born in Estepona in 1822 and earned a doctorate in Law from the University of Seville, where he later won, by competitive examination, the chair of History and Elements of Roman Law in 1865. He is best remembered as a historian: his reference work, published in 1878, reconstructs centuries of great floods of the Guadalquivir river through Seville.
